EDS is an environmental consultant firm established in 2003. It is a woman-owned enterprise and Small Business Administration (SBA) certified. EDS has been operating for over twenty (20) years in Puerto Rico and currently has one (1) operating office located in the Municipality of Guaynabo.
Its leaders have more than 30 years of shared national and international experience in the environmental field. EDS offers services in Puerto Rico to the private and public sectors.
Ms. Cosme has a bachelor’s Degree in biology and a master degree in Environmental Engineering from the Universidad Central de Venezuela. She also has a master degree in Business Administration with a minor in Global Management from the University of Phoenix, Puerto Rico. She founded EDS in 2003 and was previously the founder of an environmental consulting firm in Venezuela, EcoProyectos which operated 10 years, before moving to Puerto Rico. She has international experience in areas such as Project Management, Brownfields, Stormwater Management Programs, Environmental Impacts Statements, Implementation of Environmental Management Systems (ISO 14000), Environmental audits and training.
Mr. Reyes has over 40 years of experience in Pharmaceutical, Petrochemical and Environmental areas where he has applied his engineering and management skills. He has extensive experience in the preparation of Environmental Assessments, Environmental Impact Statements, Environmental Audits, Air Emissions Inventory, Preparation of Emergency Plans, BMPs and SPCCC, Training Plans and Solid Waste Management. In the municipal area, has managed projects for municipalities in Puerto Rico including: Guaynabo, Peñuelas, Las Piedras, Morovis, Utuado, Naranjito, Toa Alta, Cataño, Toa Baja, Gurabo, among others. For the private sector, has served several companies in agreements with environmental agencies as the Environmental Quality Board, DNER and EPA.
Ms. Negrón is a chemical engineer with over 25 years of experience as an Environmental, Health, and Safety (EHS) professional. She has worked across various sectors, including pharmaceuticals, biotechnology, power generation, and construction, supporting companies in Puerto Rico, the Caribbean, and the U.S. in implementing EHS programs. She has conducted over 45 ISO 14001 and OHSAS 18001 audits and 15 EHS projects. As a corporate auditor, she has worked with major organizations like Pfizer, Coca-Cola, and Chevron. Her expertise includes regulatory compliance, environmental impact assessments, air pollution control, and emergency preparedness. Ms. Negrón also led the Environmental Services Division for ERM, Inc., overseeing operations in Puerto Rico, Central America, and the Caribbean.
Ms. Terán is a biologist, environmental lawyer, and senior lead auditor with over 25 years of experience in Environmental, Health & Safety (EHS) and social assessments. She has led the implementation and certification of EHS management systems, including ISO 14001, ISO 45001, and AA1000. Ms. Terán has worked with Fortune 500 companies in sectors like pharmaceuticals, medical devices, chemicals, mining, and automotive industries. She is a recognized trainer and speaker, providing legal compliance audits, regulatory services, and EHS training across Latin America, the Caribbean, Asia, and Europe. Additionally, she has led audits for major corporations, including J&J, Pfizer, and Stryker, and developed EHS legal registers for various countries.
Mr. Cardona is a senior Environmental, Health, and Safety (EHS) Consultant with 36 years of experience. He holds master’s degrees in Environmental and Engineering Management and is a Registered Environmental Manager (REM) and Certified Environmental Auditor (CEA). Mr. Cardona's expertise includes regulatory compliance, EHS management systems, industrial hygiene, site remediation, and process safety management (PSM). He has led numerous EHS audits and consulting projects for pharmaceutical and manufacturing industries, working with companies like Eli Lilly, AbbVie, Pfizer, and GSK. His extensive project experience covers risk assessments, incident investigations, environmental permitting, and regulatory reporting across Puerto Rico, Latin America, and the U.S.
Mr. Rosa, a licensed Professional Engineer with a B.S. in Chemical Engineering from the University of Puerto Rico (1976), has over 36 years of experience in environmental consulting. He specializes in air emissions control, hazardous waste management, regulatory compliance, and environmental audits, serving government agencies and various industries such as pharmaceuticals, oil refining, and manufacturing. Key accomplishments include preparing Title V permits, RCRA closure reports, and conducting multi-media audits. He has led spill prevention planning and supervised large-scale soil remediation projects, ensuring compliance with both local and federal environmental regulations.
Architect Maneiro is a mission-driven leader with an impressive track record of 33 years in project management for design, construction, and federal infrastructure recovery assistance programs, spanning construction operations from small to large scale in both the private and federal and local government sectors. Her extensive experience includes a distinguished 12-year tenure at the Federal Emergency Management Agency (FEMA), where she served as an Architect specializing in infrastructure recovery program management, both technically and managerially, developing projects in all categories and complexities.
